MORRISTOWN, Tenn. (WATE) — The Hamblen County Sheriff’s Office says the non-custodial father of a 1-year-old was charged with kidnapping and assault.
The Hamblen County Sheriff’s Office said Thursday at 4:33 p.m. Billy Wayne Racey, 37, went to a house at 121 Watkins Chapel Road, hit Eric Messer in the face and kidnapped the one-year-old from the child’s mother, Casey Finch. Investigators say Racey grabbed the child out of a stroller and drove off.
The two were found safe around 8 p.m. No other details have been released.
